Manager Project Controls (Finance)



Reporting directly to the Senior Director of Engineering PMO, the Project Controls Manager be responsible for developing, implementing, maintaining, and analyzing cost controls for the portfolio of Engineering projects, and provide centralized planning, scheduling, and reporting for Engineering growth and maintenance Capex projects. In addition, the Project Controls Manager will monitor and track the CAPEX budget. The Project Control Manager will also coordinate various project activities including tasks, meetings, documentation, and other project aspects for successful project execution.

The Project Control Manager will liaise routinely and autonomously with Project Managers and Engineers, Finance, Operations, Maintenance, Quality, EHS, OpEx, and Purchasing as required to ensure stakeholder alignment for the capital program and individual projects.

Development, tracking and communication of CAPEX performance, schedule and budget (Including cash flow projections) will be essential with safety and quality being central tenets of all efforts. Occasional presentation to Engineering or Sterigenics Senior Management is required.

Duties and Responsibilities

To accomplish the primary goal of monitoring capital program performance, the Project Controls Manager is expected to plan and maintain cost and schedule control on the portfolio of projects. Specific tasks include:

Assist with Portfolio and Project Objectives

  • Works with the internal customer and the engineering team to determine project objectives.
  • Outlines project requirements associated with project controls including reporting requirements
  • Participates in or leads project kick off meetings; prepares agendas, and meeting minutes

Capital (CAPEX) Portfolio Management
  • Monitors and maintains the CAPEX annual budget including plan, actual and forecast spend
  • Works with the project managers to monitor the cash flow of the portfolio of projects
  • Works closely with Finance to ensure accurate cost information is reported in the financial systems and to the stakeholders.
  • Creates a capital portfolio overview including dashboards, metrics, cost and schedule performance
  • Assist with developing the CAPEX stage gate process and requirements needed to submit projects for funding

Cost Engineering
  • Responsible for budget tracking and cost management of larger projects in the portfolio
  • Interface with the Procurement, Engineering and Finance to develop and maintain a detailed cost control system.
  • Collaborate with PMs to balance the project budget and cash flow forecasting, verifying accurate reporting if not directly assigned to the individual project.
  • Regularly performs analytical reviews and checks of cost reporting documentation, and present cost status and forecast updates to the leadership and Project Management.

Establish and Maintain Project Schedules
  • Establishes a schedule for the capital program and key projects.
  • Verifies and monitors the progress of the portfolio and projects.
  • Routinely analyzes, evaluates and forecasts the current program and project status against the baseline schedule, assessing the impacts of design or construction changes to the schedule.
  • Reports the status of schedule to appropriate PM and Engineering management.

Coordinate Projects within the Portfolio
  • Coordinates project controls for the projects, overseeing outside resources performing project controls
  • Ensure that objectives are met within schedule and budget commitments.
  • Conducts site visits as needed to verify progress and identify any potential and critical issues.
  • Works with the PMs to identify risks, mitigation plans, and update the schedule and budget accordingly.
  • Ensure project change management is used on all projects and assist with change orders as needed
  • Supports the PMs with internal team coordination and tasks.
  • Tracks/supports multiple projects simultaneously with multiple PMs.

Safety
  • Ensure all engineering and contractor activities are executed in consideration and compliance with applicable company EH&S standards.

Experience and Skills Required
  • Bachelor's degree in finance, construction management or technical field such as engineering.
  • 6 or more years-related experience in project controls and construction management and/or training; or equivalent combination of education and experience.
  • Experience with financial systems including Enterprise systems and able to extract appropriate capital related information
  • Experience in multiple project (portfolio) cost and schedule management
  • Ability to develop dashboards, metrics and other information to support portfolio management and communication to senior leadership
  • Has developed procedures and processes related to project controls
  • Ensure adherence to quality standards and maintain policies and procedures.
  • Ability to define problems, collect data, establish facts, draw valid conclusions
  • Autonomous and critical thinking skills
  • Strong cost reporting skills and techniques; understanding of accounting accruals and basic accounting principles.
  • Experience in the identification, monitoring and reporting of project risks. Experience in risk software packages and Monte Carlo analysis is preferred
  • Ability to develop and update schedules, create reports and provide analysis using Microsoft Project and Primavera software programs
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint), Microsoft Project software, and Adobe required.
  • Solid business acumen
  • Ability to effectively present information in one-to-one and group situations

Occasional travel can be expected, averaging approximately 15 - 20%.

Pay & Benefits

Salary Range: $110,500 - $173,500 per year; depending on experience.
