Job Summary The overall purpose of this position is to execute the full cycle hiring process of the IEEE Temporary Workforce and non-exempt regular positions and to facilitate the service delivery of HCM systems primarily concentrating on the data accuracy, reporting, integrations, system processes gathering for enhancement, maintenance and support activities of the primary Fusion HRIS and Taleo ATS systems.
In supporting the full cycle hiring process, the incumbent is expected to source, interview, and hire applicants for temporary and non-exempt positions whose competencies, skills and abilities, and experience meet the specific job needs stated by IEEE hiring managers. The incumbent serves as a business partner to the hiring manager from the initiation of the assignment hiring process to extension of the temporary offer to the execution of the temporary on-boarding process. The incumbent recruits for each temporary assignment and non-exempt recruitment, working closely with the hiring manager, staffing agencies and recruitment team in placing appropriate advertising and external postings, creating scripts for phone interviews, and reviewing interview questions for legal and temporary assignment hiring appropriateness. The incumbent guides the hiring manager in determining which staffing agencies to use and is responsible for negotiating competitive hourly rates.
The incumbent is responsible for supporting the oversight and reporting relative to regulatory compliance for both Talent Acquisition and Fusion HCM. The incumbent will gather data and prepare trend analysis for the HR Executive Metrics quarterly reporting in partnership with the Director, Workforce Planning and the Manager, HRIS & Analytics. The incumbent will be responsible for administering our Affirmative Action Programs along with the Director, Workforce Planning and the HRIS & Analytics staff.
The incumbent in this position is primarily responsible for working with all functions of HR in carrying out system related processes; acts as the functional expert in providing guidance on current system processes and principles with a focus on oversite of our outsourced acceptance testing for core HRIS, Performance Management and the Taleo ATS and Taleo Transitions System; may also assist with other modules including Benefits, Compensation, and Learning & Development. The incumbent is an integral part of the Workforce Planning team and bridges the collaboration and coordination between Talent Acquisition & Management and the HRIS and Analytics departments to support the Workforce Planning team's objective of providing customer quality service levels to all IEEE managers and employees.
The role typically reports to the Director, Workforce Planning and works as an individual contributor under general supervision.
HRIS System Administration: Backup for the administration of the Fusion HCM, which includes evaluation, analysis and maintenance of the system to ensure consistency, accuracy and integrity of employee data;
Full Cycle Temporary and Non-Exempt Recruitment: Recruit for IEEE's temporary workforce to present candidates to hiring managers, applying high quality standards. Educate hiring manager on the recruitment process. May be required to obtain candidate interview availability while acting as the continuous liaison and coordination link with hiring managers, interviewers, members of the HR Talent Acquisition team and job applicants and screen applicants for interview selection and prepare offers. Administer employment applications and tests and the administration of the background and reference verification/check process follow up on verification results and recommend proper action to help with the final hiring decision and documenting and tracking hiring information as required.
Recruitment Compliance: Maintain timely documentation of job applicant status within the IEEE Applicant Tracking system in an accurate and timely manner.
Recruitment Networking. Attend Job Fairs, recruitment conferences and seminars, serving as a liaison with area employment agencies, colleges, and industry associations to foster relationship to increase the talent pool and future talent pipeline.
Operational and Technical Support: Conduct UAT for Fusion HCM upgrades focusing on Core HR, Performance Management Module and the Taleo Applicant Tracking System upgrades; may also assist with other modules including Benefits, Compensation, and Learning & Development; administers, maintains, and updates the goals and performance modules; participates in User Acceptance Testing (UAT) for system upgrades/enhancements; and works with IT on opening the performance module at objective setting, mid-year and year-end performance evaluations.
Content Management System: Maintains workforce Planning intranet using our Content Management system, Sharepoint to provide updates to design and page content when required.
System Upgrades: Coordinates projects and tasks and executes related to process analysis, documentation and use, as well as during technology introductions and upgrades.
HR Workflow Processes: Creates and/or maintains HR workflow processes; Compiles and documents statistical and technical data.
Identifies and uses the correct process to follow in adding new records, updating and terminating existing records based on a specific employment activity (e.g. hiring, rehiring, classification changes, termination, etc.).
Building Consensus: Builds and sustains internal and external client relationships to ensure that the needs of internal and external clients are met;
Problem Solving: Identifies and analyzes issues or concerns and make recommendation to his/her manager for proper actions.
System Support: Acts as liaison for HRIS and Taleo system support, with the knowledge of system rules and security protocols to reset passwords, respond appropriately to scheduled or ad-hoc report requests in accordance with established SLA's.
Uses tools that yield statistics to quantify the effectiveness of the technologies and services offered from human resources.
Employment Services: Uses Fusion HCM and other HR application/systems to provide centralized support services to clients, such as employment verifications, names changes, etc.
Through an automated process updates the regular HR report servicing departments across the organization, including HR employee ID report, etc.
Client Advisement: Interprets and evaluates business rules and departmental processes and practices and from his/her experience, recommends improvements that will more efficiently and effectively meet HR client needs.
Hiring Compliance: Supports a robust risk management and regulatory compliance program through the regular use of statistics and benchmarks.
Gathers and Reports on Analytics: Partners with the Director, Workforce Planning and the Manager, HRIS & Analytics in delivering key metrics such as the Quarterly Executive HR Metrics Report
Administers the Contract Administration for Workforce Planning which includes developing and updating MSAs, SOWs and RFPs to be processed via CMS and in the NextGen Contract Management System.
Acts as the HR liaison between HR and Records Management requirements and communication to HR Senior Leadership Team.
May be assigned to special projects as may be required.
Bachelor's degree or equivalent experience In a relevant field Pref And

2-4 years Business experience and at least 2 years of experience specializing in a Human Resources function or MS degree in Human Resources function Pref
Skills and Requirements
Experience with a cloud based HRIS and analytical reporting; Oracle Fusion HCM strongly preferred
Experience with Applicant Tracking Systems; Taleo ATS strongly preferred
Must be technically savvy with proficiency in MS Office Suite - Word, PowerPoint, and Excel (including Vlookup, Pivot tables, etc.), Access, Gmail and Google Drive
