Program Manager-P (Project Management)

Summary of Program/Project:

The mission of the Defense Logistics Agency (DLA) Information Operations includes the  management of customer relationships and Information Technology (IT) customer service to DLA and  Non-DLA users worldwide. Central to this mission is a focus on constantly improving customer  service to ensure the right services, with the right quality, and the right allocation of assets to achieve  broad J6 strategic and operational goals in the most efficient manner. Lifecycle support for enterprise  service delivery and solutions include; problem resolution and solutions management that begins with  the initial customer touchpoint for service and concludes with the successful resolution of IT Incidents  and Work Orders including analysis, statuses and reporting. The intent of this action is to acquire the  capability to deliver world-class IT customer service. This order covers support to assist and sustain  the implementation of the Enterprise Service Delivery (ESD) II program. Requirements for the  program include the end-to-end solution for customer facing desktop support, active directory,  windows/system administration, local network management application support, software delivery  functions, and IT Equipment Accountability.

Position Description (Duties and Responsibilities):

The Program Manager will l ead projects that involve the successful management of teams composed of data processing and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and/or telecommunications systems.  Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs, and coordinates the planning and production of all contract support activities.  Demonstrates written and oral communication skills. Establishes and alters (as necessary) corporate management structure to direct effective contract support activities.

Knowledge and Skills Required:

  • Have 5 years of experience in program management
  • 10 years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields
  • Experience with the Information Technology Acquisition process and its milestones;
  • Experience in analyzing a variety of source documentation and supporting the creation of acquisition documentation.
  • Prior experience supporting a large-scale enterprise.

Knowledge and Skills Desired:

  • Developing, maintaining, and meeting schedule milestones; managing risks; identifying and resolving problems; keeping the customer informed of status and issues; and managing the project staff.
  • Provide the planning, direction, coordination, and control necessary for effective and efficient accomplishment of all contractual requirements.
  • Verify and validate the level of effort and deliverables for each task, on the monthly status report, and Project Plan.
  • Include productivity and management methods such as Quality Assurance, Progress/status reporting, and Project Reviews. 
  • Prepare and present status reports, In Process Reviews, briefings and presentations to senior and executive leadership.

Clearance: Must possess an active IT-II security clearance (SECRET)  

Education: BS or BA required

Certifications :   Must hold a Project or Program Management certification (i.e. Project Management  Professional (PMP)  certification or other equivalent/recognized Project or Program Management certification)

Work Location:   Primarily Remote .   Personnel shall be available to periodically  support meetings at HQ DLA (Fort Belvoir, VA). Ideal candidates will be located in the National Capital Region.
