Chief Engineer (Maintenance)



Department:               Property Management

Reports To:                  Senior Property Manager

OVERALL PURPOSE OF POSITION

This position is responsible for the safe and efficient operation of building(s).  This position performs supervisory duties over the entire engineering staff in assigned building(s).  This position's overall responsibilities include preventive maintenance, service calls, customers relations, failure avoidance, code compliance, capital project oversight, and responding to emergencies.  

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Serves as the Company's representative in daily liaison with building customers.  Ensures customers receive all services necessary to fulfill lease requirements
  • Reviews and approves tenant plans for construction and renovations
  • Inspects all construction work and advises contractors, designers, architects, and various trades people on building construction/renovations and modifications 
  • Responsible for the proper, efficient, and safe operation of the building HVAC, electrical, and plumbing systems
  • Recommends/implements improvements for an effective preventive maintenance program for all equipment
  • Supervises and monitors the activities of contractors and suppliers engaged to provide services and supplies
  • Maintains current and valid inventory of building owned equipment, tools, and supplies
  • Participates in the development and implementation of operating, maintenance, and capital improvement budgets
  • On occasion, will prepare specs for bidding process
  • Develop specifications and assist in solicitation and administration of maintenance/repair service contracts
  • Periodically inspects building and equipment to determine necessary maintenance and repair work
  • Maintains, troubleshoots, and makes repairs and adjustments to building mechanical systems (electrical, plumbing, air conditioning.)  Disassembles, cleans, examines for wear or damage replaces parts, tests and adjusts mechanical equipment (pumps, fans, compressors, condensers, cooling towers, etc.)
  • Closely monitors and inspects the engineering operation of assigned building(s) in order to maintain building up to standards.   Ensures compliance with applicable codes, requisitions, and government agency and company directives as relates to building operations
  • Coordinates development of and/or maintain as-built drawings
  • Implement and administer inventory control programs/purchase parts and supplies
  • Review building utilities to monitor efficient building operations
  • Supervisory responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
  • Tracks engineer's time (Time sheets, OT tracking, PTO approval)
  • Directly supervises engineering staff.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws 
  • Responsible for the overall direction, coordination, and evaluation of the engineering function at the facility/facilities which they oversee

EDUCATION & EXPERIENCE

  • High school diploma or general education degree (GED)
  • Appropriate license/permit for trade as may be required (i.e. Journeyman or Master Electrician License or City Licenses)
  • Technical training in areas such as building HVAC, electrical, and plumbing systems
  • Five to seven years of experience as a stationary engineer
  • Proven record of providing excellent internal and external customer service
  • Proven leadership ability
  • Familiar with Energy Management System (EMS)/programming and fire alarm systems
  • Universal CFC certification required
  • SMT or SMA preferred but not required.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to stand; walk; use hands to handle or feel; reach with hands and arms; and talk or hear.  The employee frequently is required to sit; stoop, kneel, crouch, or crawl; and taste or smell.  The employee is occasionally required to climb or balance.  The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.
