API Architect - Remote (Project Management)
Technatomy Corporation is seeking several remote talented API Architects to support the Department of Veterans Affairs (VA). These System Engineer positions will provide technical support to Human Capital Management (HCM) products and systems and VA Office of Human Resources and Administration Operations, Security, and Preparedness (HRA OSP) shared service products including. but not limited to, system integration, configuration, system engineering, defect management, testing, deployment, operations, and management services.
POSITION DESCRIPTION (Duties and Responsibilities):
Work closely with a variety of stakeholders, as they navigate both the back-end technical side and the business side of cloud infrastructure.
Work closely with DevSecOps team members, not only for strategic planning, but also for the technical work of building, deploying, and migrating applications.
Provide systems engineering expertise to analyze system concepts, system design, perform interoperability studies, and provide recommendations for enhancements to HCM systems.
Review and analyze development and production environments for changes and upgrades.
Conduct technical trade-off assessments and analysis of alternatives (AoA) studies.
Employ iterative methodologies ((SAFe v5) to requirements development, creation of use cases, and identifying the incremental needs of the HCM program.
Ensuring data models are compliant with current data management standards.
Planning, analysis, and validation of Software as a Service (SaaS) and Platform as a Service (PaaS) solutions as needed for any modernization or re-platforming endeavor.
KNOWLEDGE AND SKILLS REQUIRED:
5-10 years of experience.
Experience in reverse engineering complex software systems with limited documentation.
Ability to work with Black Box systems to synthesize technical specifications from absent or vague system descriptions, developing inferential systems models, and facilitating testing and analysis of integrated systems to determine system characteristics.
Ability to build partnerships with functional IT teams to understand current capabilities, gaps, and opportunities to jointly design data programs/initiatives.
Ability to identify API requirements and specifications (conceptual API architecture, REST API interaction JS methods (XML HTTP Request, Fetch, Axios, SuperAgent), understanding of CRUD and endpoints, definition of API calls, and JSON data model).
Knowledge of some of the HCM applications such as Human Resources Information System (HR Smart-Oracle), Safety and Workers Compensation Information Management System (S/WIMS), VA Centralized Adjudication Background Investigation System (VA-CABS), USAccess PIV Card Management System VA USA PIV and other HCM applications.
The ability to provide for a fully integrated and interoperable HCM system to include changes in: HR processes (such as recruitment, onboarding, offboarding, etc.), applications, HR platform solutions (cloud-based SaaS/PaaS offerings), data management strategies, security (such as Zero Trust), and interfaces.
The ability to review data mapping, layouts, translation, transformation requirements, and test scripts, as well as MOU/ISAs and Interface Control Documents (ICDs).
Experienced with the Jira and other Atlassian Tool Suite applications.
Prior experience with HR Smart (Oracle), Mulesoft API solutions and Salesforce (for future requirements).
KNOWLEDGE AND SKILLS DESIRED:
Proven experience supporting the Department of Veterans Affairs.
Prior experience with Microsoft Active Directory, PowerShell Desired State Configuration (DSC), Oracle, Fortify, Eclipse, SoapUI, WebLogic, LoadRunner.
Prior experience with Digital.AI's Agility platform.

Education (Minimum Requirements):
A bachelor's or master's degree in engineering, or a related scientific or technical discipline is required. 8-10 years of additional relevant experience may be substituted for education.
