Marketing Compliance Manager (E5989) (Project Management)



Job Summary
The Marketing Compliance Manager will lead the coordination, evaluation, and processing of digital governance workflows related to cookie governance policies and data privacy. This individual will play a central role in the intake and approval of cookie usage requests across the IEEE digital presence and ensuring compliance with legal and brand guidelines as it pertains to the IEEE digital presence. This role combines policy understanding, stakeholder coordination, and operational oversight in a fast paced, distributed, and cross-functional environment. The incumbent will be highly organized, proactive, and knowledgeable in global marketing and data privacy regulations. This position reports to the Associate Director, Digital Governance & Solutions and has no direct reports.

Key Responsibilities
  • Governance Workflow Management
  • Oversee the intake, tracking, and approval process for cookie and tracking technology usage on IEEE digital properties.
  • Ensure all submissions align with IEEE brand standards and current global data privacy regulations and laws.
  • Coordinate reviews with stakeholders including Legal & Compliance, IT, and various IEEE organizational units, and manage handoffs across stages.
  • Demonstrates strong understanding of the differences between first-party and third-party cookies, script injection methods, cookie storage duration best practices.
  • Demonstrates ability to use cookie scanning systems to report on the status of cookies and interpret whether cookies are compliant with internal and industry standards.
  • Document, maintain, and refine intake procedures, evaluation criteria, and decision logic for repeatable, scalable use.
  • Oversee vendor resources for cookie classification and maintenance of the cookie banner implementation in Osano or similar tools.
  • Focuses on monitoring, analyzing, and reporting on policies and regulations relative to cookie management technologies, trends, and emerging issues from industry.
  • Stakeholder Coordination:
  • Act as the primary point of contact for inquiries regarding cookie approvals and governance processes for all IEEE OUs.
  • Facilitate consistent communication across cross functional teams, including updates on policy changes and process updates.
  • Educate and advise stakeholders on the implications of cookie usage in relation to privacy and brand compliance.
  • Coordinate with IEEE colleagues across IEEE, leveraging networks to build relationships with government bodies, international organizations, and key stakeholders to facilitate understanding of regulations and policies impacting cookie governance and compliance at IEEE.
  • Policy Alignment and Reporting:
  • Identify opportunities and challenges arising from these policies, as well as changes in adopted policies to assess their implications.
  • Support alignment between IEEE digital governance policies and evolving international privacy frameworks such as GDPR.
  • Maintain accurate records of cookie approval requests and generate regular reports on compliance activity and trends.
  • Partner with internal privacy and data officers to assess new use cases and integrate updates into governance workflows.
Travel Information
  • Upto 10% Domestic and International This is a hybrid role based in one of the IEEE offices in USA or the IEEE Vienna office location (Europe). Some in person collaboration may be required for workshops, stakeholder sessions, or cross functional planning meetings.
Education
  • Bachelor's degree or equivalent experience Marketing, Communications, Policy, Compliance or a related field. Req
Work Experience
  • 4-7 years Strong familiarity with data privacy laws such as GDPR, CCPA, and digital consent management practices. Req
  • 4-7 years Marketing operations, digital compliance, or related governance work. Req
  • 4-7 years Experience in a federated or matrixed organizational environment. Pref
  • 2-4 years Familiarity with enterprise cookie consent platforms and governance software such as Osano or similar platforms. Pref
  • 4-7 years Project coordination experience involving legal or regulatory compliance. Pref
Skills and Requirements
  • Deep understanding of international privacy regulations including GDPR, CCPA, and related frameworks.
  • Highly proficient in cookie consent management platforms and intake systems is required. Strong communication, diplomacy, and stakeholder education skills.
  • Experience working with cross functional teams including Legal & Compliance, IT, and Marketing in a matrixed organization.
  • Ability to work collaboratively with team members, IEEE staff and volunteer partners, vendors, and contractors in order to achieve goals.
  • Strong personal project and time management skills; ability to manage multiple, diverse projects simultaneously in complex environments.
  • Proven track record for managing intake or approval workflows using Smartsheet, Jira, or similar platforms.
  • Strong project management skills and knowledge of trackers and tools (such as Smartsheet, etc.) will be required to track progress on deliverables.
  • Excellent organizational and documentation skills, with the ability to manage detailed tracking workflows.
  • Familiarity with common website architectures and script deployment strategies.
  • Basic understanding of Google Tag Manager, HTML, Javascript and basic CSS is preferred.
  • Strong understanding of how cookies are introduced via tag managers or directly through code deployments.
  • High proficiency with productivity tools such as Google Workspace and Microsoft Office Suite.
  • Excellent time-management and work-prioritization skills.
  • Proficient in critical thinking and problem solving/troubleshooting.
  • Ability to communicate effectively with both business and technical partners.
  • Must have a proven track record of delivering results and be a self-starter.
  • Ability to self-direct and manage priorities in a matrixed environment.
  • Strong written and verbal communication skills, especially in policy and stakeholder settings.
  • Strong detail orientation and attention to accuracy and consistency.
  • Strong critical thinking, oral, and written communication skills.
  • Ability to strongly advocate for the user during all phases of the site design and development process.
  • Excellent time management and work prioritization skills.
  • Possess technical expertise and the ability to translate that into effective policy work.
  • Self starter with the ability to work independently while supporting broader organizational objectives.
  • Strong project coordination and documentation abilities, especially in operationalizing governance workflows.
  • Experience engaging with global institutions or national governments.
  • Multilingual capabilities or international work experience is preferred.
  • Able to work off-site/remotely with proficiency and efficiency when required.
