Summary This position is located at Consumer Financial Protection Bureau, Office of Consumer Education (OCE). As an Engagement & Policy Fellow (Analyst) you will serve as a senior level analyst in efforts related to one or more of the engagement campaigns or policy issues relevant to a population on which OCE staff focus. You will participate in the work of cross-functional teams to provide research, analysis, and insight on issues related to engagement and policy regarding relevant consumer segments.
Responsibilities As an Engagement & Policy Fellow (Analyst), you will:
Lead analytical efforts related to specific policymaking efforts. Coordinate the collection, validation, and analysis of both quantitative and qualitative data related to trends and developments including but not limited to debt collection and repair, credit reporting and repair, lack of liquid savings to withstand financial shocks, auto finance, payment mechanisms, student loans, or small dollar lending that may impact one or more of the vulnerable population segments. May develop and provide guidance on analytical techniques to be used by junior level analysts and fellows.
Provide information and recommendation to Senior Fellows, other Senior Fellows, and other Bureau staff on cross-agency project and policymaking teams on developments and trends related to the financial health of the consumer segments on which OCE focuses. Ensure that analysis provided by more junior level staff is accurate and clear and leads efforts to respond to inquiries and questions regarding these recommendations from upper level staff.
Monitor developments in consumer financial markets that have a specific impact on vulnerable populations or other policy issues impacting those populations. Analyze these developments and assesses potential impact on Bureau policymaking efforts. Notify relevant staff of developments and makes recommendations on potential enhancements or other changes to policy planning efforts as a result of external developments.
Identify gaps, continuing obstacles and issues associated with Bureau engagement efforts, especially as related to one or more vulnerable consumer segments. Develop, recommend, and implement strategies to fill the gaps studying and proposing new and innovative ways to engage effectively with these external populations. This may entail studying trends in reaching large groups effectively, in general, and reaching particular groups, specifically, over various media and in person, when safe to do so.
Assist in the assessment of proposed Bureau policies or policy alternatives across organizational and program lines, with similar awareness regarding policy development with other financial regulators (state and Federal) that may have implications on the Bureau's policy as it affects special populations. Conduct analysis and research on potential impacts of these policies on key consumer groups or segments and potential mitigation strategies or engagement campaigns. Develop recommendations and reports on these issues and delivers them to senior management as appropriate.
