Government Compliance Analyst II (Finance)



Job Summary:

The Government Compliance Analyst II will be responsible for the collection and analysis of data required to support: federal audits, the calculation of actual and forward pricing rates utilized in pricing activities, and the monitoring of internal business systems, consistent with Government regulations. The position will also be responsible for the implementation and monitoring of internal controls and procedures to align Elbit America's business practices with Government regulations.

Responsibilities and Tasks (listed in bullet format) in order of priority to be successful

  • Assist in preparing Forward Pricing Rate Proposals, annual Incurred Cost Proposals, and Cost Impact Proposals resulting from accounting practice changes, as appropriate.
  • Prepare monthly rate monitoring reports, comparing performance to the current FPRR/FPRA and provide to the ACO and DCAA.
  • Support and coordinate Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) audits and requests by acting as the point of contact between the company and the US Government auditors.
  • Interpret and maintain current knowledge of all Government cost regulations (Federal Acquisition Regulations, Truth in Negotiations Act, et al) and Cost Accounting Standards (CAS).
  • Ensure that Elbit America's accounting routines and cost practices that affect Government business meet all standards of compliance for contract cost and pricing and related financial reporting.
  • Assist in the establishment and monitoring of processes and controls necessary to comply with all Government regulations and procedures related to business cost practices.
  • Assist in implementing compliance programs, including development of policies and procedures regarding DCAA system audits, internal processes, and company-wide training.
  • Assist in the monitoring of internal controls necessary to comply with US Government regulations and procedures related to cost accounting and business systems practices.
  • Perform statistical sampling analysis for testing of unallowable costs.
  • Maintain effective and constructive relationships with Government customers and representatives.
  • Review cost type, performance based and progress billings for compliance.
  • Work closely with contracts, proposals, and billing organizations to ensure compliance.
  • Other related duties as assigned by supervisor.

Education, Experience & License or Certification

  • Bachelor's degree is required
  • Specific Degree Field Required: Accounting or Finance
  • 3+ years of functional (using skill set) experience is required
  • 3+ years of industry experience is required
  • Training Pre-requisites (Within One Year of Taking Position):
    • ESD
    • Safety Training, as dictated by Safety Department

Skills and Abilities

  • Must have at least 2 years of industry experience.
  • Must have at least 2 years of experience interacting with various levels of management and interfacing with auditors, such as DCAA, internal auditors, and/or government contracting officers.
  • Business, Accounting, and/or Finance background.
  • Able to anticipate, identify, analyze and resolve complex issues.
  • High attention to detail.
  • Strong oral and written communications skills.
  • Extensive knowledge of Microsoft Office products.
  • Ability to interact and influence effectively with all levels of the organization and across businesses.
