Affordable Housing Technical Advisor - Government Services (Biotech)

We are seeking a highly motivated and skilled Affordable Housing Development Subject Matter Expert with expertise in providing technical assistance and real estate development project management to join our dynamic team. This is a remote opportunity where you will play a crucial role in our mission to support internal teams, and clients create and preserve affordable housing for low and moderate-income communities. Your primary responsibility will be to provide expert guidance and support to developers, non-profit organizations, government agencies and internal stakeholders involved in housing projects. By offering technical expertise, you will contribute to the successful implementation of housing programs and help address housing challenges faced by vulnerable populations. 

Responsibilities: 

Technical Expertise: 

Serve as the subject matter expert on affordable housing development, including regulations, finance, zoning, construction techniques, and sustainability measures. 
Offer guidance on navigating complex housing development processes, including entitlements, permitting, and compliance with local, state, and federal regulations. 
Stay current with the latest industry trends, best practices, and innovative approaches in affordable housing development. 

Project Support: 

  • Provide technical assistance and consulting services to developers, non-profit organizations, and government agencies engaged in affordable housing projects. 
    Assist in the preparation and review of project proposals, feasibility studies, and financial models to ensure project viability and alignment with funding requirements.
  • Collaborate with stakeholders to develop strategies for overcoming challenges related to financing, site acquisition, design, and construction. 

Funding and Financing: 

Identify and analyze funding opportunities, tax credits, grants, and other financial resources available for affordable housing development projects. 
Assist clients in structuring financial packages and assembling the necessary funding sources to maximize project feasibility. 

Capacity Building: 

Conduct training sessions and workshops to enhance the capacity of local organizations and community groups in affordable housing development. 
Facilitate knowledge sharing and networking opportunities to foster collaboration within the affordable housing sector. 

Community Engagement: 

  • Work closely with community members, stakeholders, and public officials to ensure that affordable housing initiatives align with the needs and preferences of the communities they serve.
  • Promote transparency and inclusivity in the development process, considering the social and cultural aspects of the communities involved.
  • Project Development and Management
  • Conduct and/or review market research, deal sourcing, site and project design
  • Financial preparation or review of proformas and development budgets to assess the overall optimal financial feasibility and returns of the project
  • Negotiating the economics and structure of development deals
  • Managing the infrastructure, land development, building construction for each project
  • Acting as the liaison between the development, the construction and the design teams, external investors, community and state government officials, housing subsidy program representatives, banking and legal representatives, design consultants, architects, civil engineers, and other related partners/customers in the acquisition development process for multi-family, affordable housing projects, as needed
  • Review multistate Qualified Allocation Plans (QAP) to understand threshold requirements and maximum scoring criteria
  • Analyze financial feasibility of new development opportunities including capital budgets, operating budgets, cash flow and return on investment calculations
  • Manage all zoning, entitlement, and permitting activities for the projects
  • Creating project entitlement and development timelines as well as spending predevelopment forecasts
  • Assist in determining, tracking, and ensuring project costs and budgets are reasonable. 

Requirements: 

  • Minimum 5-8 years' proven experience multi-family real estate development in affordable housing [LIHTC, HUD, other state/county fundings], including developing and managing construction and budgets, in-depth knowledge of regulatory requirements, approvals and authorities related to development of apartment communities.
  • Demonstrated experience in analyzing finance documents such as loan term sheets, financial statements, appraisals, market studies, government regulation agreements.
  • This is a remote position with the possibility to travel up to 25% of the time.
  • Ability to read and interpret complex documents (loan documents, construction agreements, organizational documents, others).
  • Strong MS Office software skills, including high proficiency in Excel skills.
  • Proven experience in affordable housing development, real estate, or community development.
  • Knowledge of federal, state, and local housing policies, regulations, and funding programs, including but not limited to: Low Income Housing Tax Credit (LIHTC), HOME, CDBG, HTF, tax exempt bonds.
  • Strong financial acumen and the ability to analyze complex financial models and funding structures.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
  • Problem-solving skills and the ability to think critically and creatively about affordable housing challenges.
  • Understanding of sustainable building practices and commitment to environmentally responsible development.
  • Experience with permanent supportive housing projects and services is a plus. 

Education: 

Bachelor's or Master's degree in Architecture, Urban Planning, Real Estate Development, Construction Management, Public Policy, or a related field preferred; OR extensive housing development work experience may be substituted for the education requirement.

Salary Range: $70,000 - $120,000 Based on experience and qualifications.
