ICA Language Services is a leading provider of foreign language training and testing for U.S. Government agencies. With over three decades of experience, ICA supports federal missions through high-quality instruction, curriculum development, and professional services in critical languages. We are seeking a motivated and detail-oriented Proposal Coordinator to join our Business Development team and support our federal proposal efforts.
Position Overview:
The Proposal Coordinator will support the full lifecycle of federal government proposals, including opportunity analysis, schedule management, content and task coordination, compliance tracking, and document production. This is a temporary, hourly, full-time, in-person position with the potential to become a permanent salaried position, based on performance and evolving business needs.
Key Responsibilities:
• Review and analyze RFPs, RFQs, and RFIs to extract key requirements and distribute them to internal stakeholders
• Develop and manage proposal schedules, compliance matrices, outlines, and submission checklists
• Coordinate and track input from content writers, subject matter experts, subcontractors, and support staff
• Support writing and editing of technical, management, and corporate content sections
• Ensure proposals meet all solicitation requirements and are formatted professionally
• Ensure all assigned tasks are completed by team members accurately and on time
• Track updates, amendments, and clarifications; communicate changes to the proposal team
• Maintain proposal files and archives in accordance with ICA's document control policies
• Monitor SAM.gov and other federal portals for new opportunities
Knowledge, Skills, and Abilities (KSAs):
Knowledge:
• Understanding of federal government procurement processes and FAR-based solicitations
• Familiarity with proposal development standards and methodologies (Shipley or equivalent)
• Knowledge of GSA Schedules, IDIQs, BPAs, and other contract types
Skills:
• Excellent project coordination and time management skills
• Strong written and verbal communication skills
• Advanced Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, and collaboration platforms (e.g., SharePoint, Teams)
Abilities:
• Ability to manage multiple priorities and deadlines in a fast-paced environment
• Ability to interpret complex government requirements and organize proposal content accordingly
• Ability to work independently and collaboratively with cross-functional teams from diverse cultures and language backgrounds
• High attention to detail and commitment to quality
Qualifications:
• Bachelor's degree in English, Communications, Business, or a related field
• 2–3 years of experience in a proposal coordination or similar role supporting federal contracts
• Experience working in a small business or government contracting environment is a plus
