IT Recruiter (HR Technician I/II) (Finance)
The County of Riverside's Department of Human Resources (HR) has an opportunity for an Information Technology (IT) Recruiter (Human Resources Technician I/II) to support portfolio recruiting. The position will be assigned to a well-established and experienced recruiting team that supports various departments throughout the County of Riverside. The candidate selected will recruit for all levels of IT positions, conduct position evaluations, create job posting language, construct exam and scoring plans, review resumes, phone screen applicants, calculate and extend job offers.
The IT Recruiter will require a bachelor's degree in human resources management, behavioral or social sciences, industrial relations, organizational studies, public or business administration, or a closely related field.
The most competitive candidates will have IT recruiting experience within a government agency or large corporation serving as a corporate recruiter. Candidates with an IT technical or sales background that desire to learn recruiting will be considered. Candidates should have experience within the Microsoft Office Suite including MS Teams. Knowledge of NeoGov and PeopleSoft HCM is highly desired.
Candidate will have the option to work remote, in the office or a hybrid of both at this time. Candidates opting to work from home must have a reliable internet connection, a defined workspace with limited distractions and the ability to conduct virtual meetings with camera on.
The level at which the position(s) will be filled is at the Department's discretion and is based on candidate qualifications.

Experience: Two years of experience in which the primary duties of the job involved maintaining and processing the records of a personnel recordkeeping system and working with personnel rules and regulations, as well as some recruiting experience.

Experience: One year of experience equivalent to a Human Resources Technician I with Riverside County.

Education: Graduation from an accredited college or university with a Bachelor's degree in human resources management, behavioral or social sciences, industrial relations, organizational studies, public or business administration, or a closely related field.
Knowledge of: Laws, ordinances, rules, regulations, and procedures governing the Human Resources Department and personnel activities of operating departments; basic personnel records and documentation; occupational titles and concepts, job duties performed and job-related standards for employment.
Ability to: Evaluate education, experience, and other qualifications and determine their applicability to the established requirements; read, understand, apply, and explain regulations, standards, policies and procedures; communicate effectively orally and in writing; work effectively with applicants, co-workers, other agencies, and the community; maintain accurate records; prepare reports and correspondence; recognize problems and devise effective course of action; collect and evaluate data and summarize findings; perform basic statistical computations.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 through 3 year = 80 Hours (10 Days)
4 to through 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
