JOB SUMMARY:
The Chief Financial Officer (CFO) is responsible for leading, planning, organizing and overseeing Amoskeag Healths financial & administrative operations in support of our strategic goal to achieve financial viability and position Amoskeag Health for growth.

RESPONSIBILITIES:

Function as a Senior Management team member; assist in policy/procedure development for Board of Directors.

Prepare, attend, and report to Finance Committee and full Board of Directors; frequent involvement with other Board-level committees.

Provide effective leadership of staff (recruitment, training, performance management, development) per Amoskeag Health policies.

Develop, implement, and monitor financial systems (AP, general accounting, grants/contracts, payroll, asset control) per policies and GAAP.

Ensure compliance with federal/state cost principles related to grant activities.

Prepare and present financial/statistical reports internally and externally; participate in audits and annual financial/benefit plan audit(s).

Assist in annual goals, objectives, and long-term planning for operating/capital budgets; collaborate with Strategic Planning Committee.

Oversee managed care contracting activities.

File cost reports, tax returns, negotiate with lenders, and meet debt reporting requirements.

Develop dashboard reports for senior leadership on cash flow and billings/collections.

Oversee information systems including patient medical records, IT, and related policies/infrastructure to ensure regulatory compliance.

Review contracts/agreements related to 3rd parties, agencies, property, capital/operating leases, as needed.

Participate in external organization activities (City of Manchester, Granite United Way, Bi-State, NACHC, CHAN, NHHAN, etc.).

Serve as staff representative to organizations and Board committees.

Member of Childrens Public Health Fund Board.

Member of Finance Committee of CHAN.

Assist in program development/expansion and securing funding for objectives.

Manage day-to-day operations in absence of other Senior Management members.

Manage all insurance programs and broker relationships; involved in FTCA malpractice coverage.

Serve as trustee and administrator of Amoskeag Healths 403(b) plan.

Adhere to HRSA FQHC requirements (sliding scale fees, account management, policies, fee scale, accounting, drawdowns, etc.).

Serve as primary contact for federal/state reporting (UDS, FFR, and other grant-specific reports).

Primary contact with banks, financial institutions, HRSA, and financial auditors.

Overall responsibility for grants management regardless of source.

Manage and oversee 340B program (reporting, auditing).

Attend and participate in Amoskeag Health meetings; review/sign meeting minutes when absent.

Attend mandatory safety and infection control training as designated.

Maintain sensitivity to the cultural diversity of the served population.

Perform other responsibilities and special projects as requested by the President/CEO.
